I have been in Portugal for more than 90 days and I don't have a Residence permit

If you have been in Portugal for more than 90 days, you are no longer considered a turist.


If you have been in Portugal for less than 90 days you'll have to pay for all the medical expenses and you won't be able to enroll in the Medical Center (Centro de Saúde)

Which documents do I need to enroll in the Health Center (Centro de Saúde)?

  • Identification document (Example: Passaport).
  • Proof of address issued by the parish in your residence location, that confirms that you have been on Portugal for more than 90 days.

What do I need to get a Certificate of Residence?

You need two witnesses that are also residents in your parish who can be neighbors or friends but also people that work in local commerce and services that have frequent contact with you.

The witnesses do not need to be present at the time of the issue of proof of address, they can give a written statement.

What do I have to pay for?

If you aren't covered by any bilateral agreement (see countries protocols) you have to pay all the costs of appointments and exams.


Despite the above stated, you can ask to pay later, asking for the invoice to be mailed to your home.

When is care/treatment free?

You will not have to pay in the following situations:

  • Urgent and vital care

    Examples: Call an ambulance (112), Diabetic people, etc


  • Infectious diseases that represent a risk to public health

    Examples: HIV/Aids, tuberculosis, etc


  • Care that is part of mother and child health, as well as reproductive health

    - Family planning consultations

    - Voluntary interruption of pregnancy

    - Medical support during a woman's pregnancy, deliever and postpartum period

    - Newborn heath care


  • Health care for minors (less than 18 years old) that are residing in Portugal, upon presentation of the declaration issued by ACM


  • vaccination, according to the prevailing National Vaccination Plan


  • Citizens in social exclusion or economic deprivation situations, according with the proof issued by Social Security

What do I do if any of these rights is violated?

You should ask for the Complains book - Livro de reclamações and formalize the complaint in writing. If they refuse to hand you the book, you can call the police

SNS number (Número de Utente)

The 'user number' is the number for the registry of the National Healcare System (SNS) that allows the identification the user in all the institutions and integrated servives.


You only have the right to the user number if you have a residency visa or residence authorization

Basic fees (Taxas moderadoras)

The basic fees are the amounts charged in the public health services, in order to mitigate the burden that the State has with the National Health System.
